Former Special Envoy to China Mon Tulfo has expressed alarm over the Philippines’ seeming emerging reputation as a “safe haven” for foreign criminals.

Writing for the Philippine Star, Tulfo said criminal syndicates from “Mainland China, Korea, Africa and Pakistan have made this country a battleground or playground.”

“These crime syndicates are apparently given protection by our law enforcement people,” Tulfo said in his September 17 column.

A former police beat reporter, Tulfo said some officials of the Philippine National Police (PNP), National Bureau of Investigation (NBI) and Philippine Drug Enforcement Agency (PDEA) are reportedly under the payroll of the foreign crime groups.

The foreign criminal syndicates, he claimed, “are provided with armed bodyguards” by Philippine law enforcers.
